Assist. Prof. Dr. Ahmet ÖZDİL (Head of Department) Ahmet Özdil received his bachelor's degree from Yıldız Technical University Computer Engineering Department with his work on "Cleaning noise from audio signals using fast fourier transform and wavelet methods in a grid environment", his master's degree from Melikşah University Electrical and Computer Engineering Master's Program with his work on "Face recognition in embedded systems" and his doctorate degree from Abdullah Gül University Electrical and Computer Engineering Doctorate Program with his work on "Automatic processing and classification of medical thermal images". After his bachelor's degree, he started his academic career after working professionally in different companies in the private sector. In addition to his academic studies, he took part in different TÜBİTAK projects and continued his joint work with the private sector by developing CNC automation, desktop-mobile-web application projects.

Prof. Dr. Hasan ERBAY He completed his Ph.D. in Computer Science & Engineering and M.S. in Mathematics at Penn State University, USA and his undergraduate studies in Mathematics at Middle East Technical University. His research interests lie in the areas of scientific computing, numerical linear algebra and numerical computation, ranging from theory to design to implementation, with a focus on improving software quality. He has collaborated actively with researchers in several other disciplines of computer science, particularly image processing, deep learning and medical and educational data mining. |

Prof. Dr. Ali SEBETCİ He earned his BS and MS degrees in 1994 and 1999, respectively, from Boaziçi University, and his PhD in 2004 from Middle East Technical University. He was a visiting scientist at the Leibniz Institute for Solid State Physics and Materials Research in Dresden, Germany, between 2007 and 2008, and a postdoctoral researcher at the University of California, Riverside Campus, USA, between 2008 and 2009. He spent more than 13 years as a faculty member in the Computer and Mechanical Engineering Departments of various Turkish universities. Prof. Dr. Sebetci specializes in computational chemical physics and has 18 original articles published within the scope of SCI(E), a book and a book chapter in English, and numerous papers presented at international conferences. |

Prof. Dr. Çağatay BÜYÜKKOÇ Assoc.Prof.Dr. Çağatay BÜYÜKKOÇ graduated from Middle East Technical University Electrical and Electronics Engineering Department. He completed his PhD in Electrical and Electronics Engineering and Computer Engineering at the University of California. In 2002, he served as manager at Lucent Technologies INC., In 2004 he served as vice president and CEO consultant at ZTE, INC, and in 2008, he served as technical chief and management consultant at CISC. Finally, he has been working for AT&T as Lead MTS, Director of RAN Evolution Architecture & Network Realization. |

Assoc. Prof. Suat DENGİZ Dr. Suat Dengiz graduated as a ranked student from the Physics Engineering Department of Hacettepe University in 2008. He earned his master’s (2011) and PhD (2014) degrees from METU and conducted postdoctoral research at METU and MIT-Massachusetts Institude of Technology. Between 2017 and 2024, he held academic positions at EMU (Cyprus) and UTAA and joined the Computer Engineering Department of OSTİM Technical University in September 2024. His research covers topics such as quantum fields, holography, satellite dynamics, signals and systems, and classical vibrations. Recognized as one of the key contributors to Turkey’s 2023 Science Strategy, Dr. Dengiz has published extensively in Q1 journals and serves as an editor and reviewer for prestigious publications. Additionally, he has significant administrative experience, including roles as a Senate Member, Director of the Graduate Education Institute, and Faculty Board Member. |

Assist. Prof. Dr. Ramazan KOCAOĞLU He completed his undergraduate studies at Gazi University in 2009. He worked as Network and Cyber Security Consultant, Network Solutions Team Leader, System and Network Director in private sector between 2009-2018. Dr. Kocaoglu completed many projects about network and cyber security in the private and public sector. He received MSc and PhD degrees in Computer Science and Computer Engineering from Gazi University in 2012 and 2017, respectively. He completed his second undergraduate studies at Kırıkkale University Computer Engineering department in 2019. He founded his company in 2018 and continue to develop network and cyber security products such as NAC, firewall, SDN controller and so on. He also works as project manager in Industrial R&D Projects Grant Programmes supported by Tubitak. He has given lectures as a part time lecturer for computer engineering departments of several university between 2012-2020. His research areas mainly include Next-generation Wireless Communication, Computer Network, Software Defined Network, Internet of Things (IoT), Vehicular Ad-hoc Network, Sensor Network, Mesh Network, Nano Network, Cyber Security, Open Source Systems, Intelligent Optimization Techniques.

Assist. Prof. Dr. Ali Metin BALCI Dr. Balcı earned his Master’s degree in Computer Engineering in the U.S. and his PhD from Boğaziçi University in 2000. He conducted research at Hamburg Technical University and the University of Connecticut for five months each. Over a 20-year career at the Naval Forces Command, he contributed to various projects and served as Commander of the Research Center (2007–2012) and as part of NATO’s Maritime Headquarters in Italy (2005–2007). He also held the position of Head of the APGE Department for one year. From 2013, Dr. Balcı served as Deputy General Manager at ARGELA and Founding General Manager at ULAK Communication. In 2021, he founded BLC Communication and Security Systems Inc. and joined Ostim Technical University as a Computer Engineering faculty member. His research focuses on Data Centers, Cloud Technologies, 4G/5G, IoT Communication Systems, Cybersecurity, and AI-supported Energy Optimization Systems. |

Assist. Prof. Dr. Arif Furkan MENDİ After graduating from Bilkent University, Department of Electrical and Electronics Engineering in 2011, he completed his Ph.D. at Eskişehir Technical University as the best Ph.D student in March 2021. Mendi is the Business Development and Solution Engineering Director at Turkey's largest military software company HAVELSAN, has received his MBA degree in 2016 and Project Management Professional (PMP) degree in 2020. He is working on emerging technologies, especially on Blockchain technology. He carried out one of the first doctoral thesis in Turkey on blockchain technology. It has been addressed the use of Blockchain technology in the field of land registration systems with this work. Mendi, who has made 14 international publications and 2 patents in the field of blockchain, continues its work mainly on Blockchain. Mendi is a referee in many national and international research projects and scientific journals, has more than 30 academic studies as well as 3 patent studies. |

Assist. Prof. Dr. Niayesh GHARAEİ Dr. Niayesh Gharaei received her B.Sc. degree in Software Engineering and M.Sc. degree in Computer Engineering from Islamic Azad University (IAU), Iran, in 2012 and 2014, respectively. She completed her Ph.D. in Computer Science at the prestigious University Technology Malaysia (UTM), Johor Bahru, Malaysia, in 2018. Currently, Dr. Gharaei serves as an Assistant Professor in the Department of Computer Engineering at OSTIM Technical University, Ankara, Turkey, where she contributes to both teaching and research excellence. Dr. Gharaei's research interests are diverse and cutting-edge, focusing on cloud cost optimization, wireless sensor networks, cybersecurity, and Internet of Things (IoT). She has a strong background in designing and implementing solutions that address complex engineering challenges. With a track record of impactful research, she aims to advance the field through innovative approaches to optimizing resources, enhancing network security, and developing smart, interconnected systems. |

Dr. Öğr. Nergiz KHANKISHIYEVA HATİ Dr. Nergiz Khankishiyeva completed her undergraduate education in Mathematics Education at Baku State University, Azerbaijan, in 2013. She earned her master’s degree in Management Information Systems from Azerbaijan State Oil and Industry University in 2016 and her PhD in Computer Science within the Mathematics Department at Ege University in 2022. Her current research areas include Cybersecurity, Cryptology, Number Theory, and Data Compression. |

Dr. Öğr. Bekir Hakan AKSEBZECİ Bekir Hakan Aksebzeci received his BSc and MSc degrees in Electrical and Electronics Engineering from Niğde University in 2001 and 2005, respectively. Between 2005 and 2011, he worked as a Research Assistant in Electrical and Electronics Engineering Department, Erciyes University. He got his PhD in Electrical and Electronics Engineering from Erciyes University in 2011. From 2012 to 2024, he worked as a faculty member at Faculty of Engineering, Abdullah Gül University. Between 2013 and 2014, he worked as a postdoctoral fellow at Drexel University, School of Biomedical Engineering. Osman ÖZDEMİR Osman Özdemir graduated from KTO Karatay University, Department of Electrical and Electronics Engineering in 2020 and from KTO Karatay University, Department of Computer Engineering in 2021. In 2022, he started his master's degree with thesis in the Electrical and Electronics Engineering department at Konya Technical University Graduate Education Institute. He has carried out R&D studies in various companies in Türkiye and abroad. His work on his master's thesis continues. |
