He completed his Ph.D. from Hacettepe University, Department of Computer Engineering in 2021. In the Ph.D. program, he focused on deep autoencoder and LSTM networks to extract desired

patterns. He achieved his MSc. at Hacettepe University as the best master's students in 2014. He has done his bachelor's in Azad University and remarked as the 1st student in the computer engineering program.

Dr.Rayan Abri plays a critical role in architectural designing the artificial intelligence products in space and defense companies. He is working as artificial intelligent specialist with focusing on many projects about machine learning and deep learning-based project in the private sector. He is the technical leader of various video and image processing and Numerical Analysis projects based on AI techniques.


 

Prof. Dr. Ali SEBETCİ

He earned his BS and MS degrees in 1994 and 1999, respectively, from Boaziçi University, and his PhD in 2004 from Middle East Technical University. He was a visiting scientist at the Leibniz Institute for Solid State Physics and Materials Research in Dresden, Germany, between 2007 and 2008, and a postdoctoral researcher at the University of California, Riverside Campus, USA, between 2008 and 2009. He spent more than 13 years as a faculty member in the Computer and Mechanical Engineering Departments of various Turkish universities. Prof. Dr. Sebetci specializes in computational chemical physics and has 18 original articles published within the scope of SCI(E), a book and a book chapter in English, and numerous papers presented at international conferences.


 

Prof. Dr. Serhan DAĞTAŞ

Prof.Dr. Serhan Dağtaş has 28 years of experience in university, private and public sectors. Dağtaş completed Izmir Science High School in 1987 and Bilkent University Electrical and Electronics Engineering program in 1991. Fulbright within the framework of the program entitled to go to the United States. Dağtaş received his master's (1994) and doctoral (1998) degrees from Purdue University. After completing his doctorate education, he worked in research and development units of leading technology companies such as SIEMENS and PHILIPS. Dağtaş worked at the universities of Arkansas in the United States and Waterloo in Canada. In 2010, he became a professor. Dağtaş spent a year as a chief researcher at SAP research center. In 2011-2012 period, with permission from the university (sabbatical) TUBITAK Marmara Research Center, Professor. Dağtaş served as vice president and director of the Energy Institute. In addition to electronic engineering and information sciences where he is specialized, he has also worked on R & D strategies, technology management, innovation and commercialization. Dağtaş has 12 patents which are accepted outside the international publications and declarations.


Çağatay Büyükkoç  

Prof. Dr. Çağatay BÜYÜKKOÇ

Assoc.Prof.Dr. Çağatay BÜYÜKKOÇ graduated from Middle East Technical University Electrical and Electronics Engineering Department. He completed his PhD in Electrical and Electronics Engineering and Computer Engineering at the University of California.

In 2002, he served as manager at Lucent Technologies INC., In 2004 he served as vice president and CEO consultant at ZTE, INC, and in 2008, he served as technical chief and management consultant at CISC. Finally, he has been working for AT&T as Lead MTS, Director of RAN Evolution Architecture & Network Realization.


 

Assist. Prof. Dr. Ramazan KOCAOĞLU

Dr. Ramazan Kocaoglu was born in Ankara. He completed his undergraduate studies at Gazi University in 2009. He worked as Network and Cyber Security Consultant, Network Solutions Team Leader, System and Network Director in private sector between 2009-2018. Dr. Kocaoglu completed many projects about network and cyber security in the private and public sector. He received MSc and PhD degrees in Computer Science and Computer Engineering from Gazi University in 2012 and 2017, respectively. He completed his second undergraduate studies at Kırıkkale University Computer Engineering department in 2019. He founded his company in 2018 and continue to develop network and cyber security products such as NAC, firewall, SDN controller and so on. He also works as project manager in Industrial R&D Projects Grant Programmes supported by Tubitak. He has given lectures as a part time lecturer for computer engineering departments of several university between 2012-2020.

His research areas mainly include Next-generation Wireless Communication, Computer Network, Software Defined Network, Internet of Things (IoT), Vehicular Ad-hoc Network, Sensor Network, Mesh Network, Nano Network, Cyber Security, Open Source Systems, Intelligent Optimization Techniques.


 

Assist. Prof. Dr. Ali Metin BALCI

Dr. Balci graduated from Turkish Naval War Academy in 1986, got his master’s degree in Computer Science from Naval Post Graduate School in California/USA in 1991, and Ph.D. degree from Bogaziçi University, CmpE Department in 2000.

In Turkish Navy, he served in different warships and coast guard boats for four years. He, then continued his career as an engineer officer. He was one of the core team members during the establishment of Turkish Navy Soft. Dev. Center (YAZGEM) in 1994 and Research Center Command (TNRCC- ARMERKOM) in 1997. He actively participated in and lead proudly, various mid-to-big scale projects in Turkish Navy and NATO.  He took almost all different levels of Command&Control, Fire Control, Surveillance Systems, Underwater systems, Electronic Warfare systems from scratch to production and deployment.  He served as the NATO Maritime Compenant Command -- CC MAR NAPLES Communications Plans & Policy Branch Head between 2005-2007. After NATO task, He was in charge of TNRCC for five years and Turkish Navy R&D Department for one year. He resigned from his active military duty in 2013, as Navy Captain.  

After retirement, he joined ARGELA, the R&D company of TurkTelekom. Dr. BALCI, in four-year tour period in ARGELA, took active role as Gov. & Security Projects Director followed by Head of Research, Technology & Innovation Center and VP for Research and Innovation in ARGELA, concentrating on broadband communication infrastructures, 5G and 5G enabling technologies. He was responsible to establish and operate the first 5G Center of Excellence in Turkey. He also had close relationship with Open Network Foundation in Silicon Valley, to support the telecom solutions. 

In July 2017 Dr. Balci, has been invited as the founding CEO of ULAK Communication Inc. to establish and flourish the company. In 4 year-time, ULAK became a major telecom and information system infrastructure vendor in Turkey, with her 220 personnel, and with 1600+ ULAK LTE-A Base Stations serving more than 2.5 Million end users in 71 cities; 150+ (SDN&NFV) Enabled MAYA SD-WAN (600+ already contracted) nodes and SD-DC solutions in Turkey, and 5G Core NW & New Radio dev. efforts.

As of March 15, Dr. Balci resigned from ULAK Communications and established the company Better Life Communication – BLC Comms. And Sec. Syst. Inc.  He is actively cooperating with local and global companies for Comms. And Sec. Systems solutions, concentrating on Cloud Technologies and 4G/5G solutions and R&D efforts.  

Dr. Balci, joined OSTİM Technical University Comp. Engineering Dept. since October 2021 as a faculty member.


 

Assist. Prof. Dr. Arif Furkan MENDİ

After graduating from Bilkent University, Department of Electrical and Electronics Engineering in 2011, he completed his Ph.D. at Eskişehir Technical University as the best Ph.D student in March 2021. Mendi is the Business Development and Solution Engineering Director at Turkey's largest military software company HAVELSAN, has received his MBA degree in 2016 and Project Management Professional (PMP) degree in 2020. He is working on emerging technologies, especially on Blockchain technology. He carried out one of the first doctoral thesis in Turkey on blockchain technology. It has been addressed the use of Blockchain technology in the field of land registration systems with this work. Mendi, who has made 14 international publications and 2 patents in the field of blockchain, continues its work mainly on Blockchain. Mendi is a referee in many national and international research projects and scientific journals, has more than 30 academic studies as well as 3 patent studies.

Lecturer Faysal BAŞÇİ

Faysal Başçi has more than 20 years of experience in R&D and R&D management in private sector and academia. He got his BS degree in Electrical Engineering Department of Middle East Technical University in 1999, MS degree in 2002.  He continued his PhD studies in Computer Engineering Department of University of Central Florida (2002-2004) and Bilkent University (2004-2006). He worked as Software and System Engineer, Project Manager, R&D Director, Director of Product Development at Meteksan Sistem, SDT and LNL technology. He has served as CTO of LNL Technology since 2012. He is a Board Member at GTENT and advisor to the board at Nanografi Nanotechnology. He is specialized in IoT, Edge Computing, Telecommunications and Industry 4.0. He has several patents and designed several devices and software systems. He is also leading the 5G New Radio group in GTENT.

 


 

Prof. Dr. Turgay ÜNVER

Professor Turgay Unver achieved his PhD degree from the Middle East Technical University (METU; Turkey) in 2008. He became Assistant Professor at Karatekin University in 2009 and obtained his Associated Professorship in 2011. His main research areas involve genome and transcriptome analyses, including micro-RNA. Currently, he works on important biological problems using emerging technologies such as CRISPR Cas9, deep sequencing, and bioinformatics collaboratively. He has published more than 60 indexed articles with more than 5450 citations with an H-index of 34. In 2012, he was awarded by the TUBITAK-TWAS

Prize and selected as outstanding young scientist by the Turkish Academy of Science (TUBA) in 2013. He is currently running two biotechnology companies and bearing editorial duties for scholar journals; Genomics, BMC Genomics, Functional & Integrative Genomics and PloS One.
